The Colonial Secretary, Hong Kong,

presents his compliments to the Under Secretary of State for the Colonies and with reference to Hong Kong despatch No. 48 of the 24th July has the honour to transmit copies of the Draft Estimates for the financial year ending

March 31st 1947 togetner with a copy of the usual explanatory memorandum.

It will be observed that there are a number of differences between the figures finally shown in the Draft Estimates and those shown in the Enclosure to the above quoted despatch. A further review of current costs resulted in a number of adjustments under Other Charges and provision for the newly approved rates of pay for the Police has been responsible for an increase in Personal Emoluments. The original provision under the Treasury vote for the salaries of Cadet Officers and members of the S.C. and A. staff on leave was found to be inadequate in the light of later information received. Moreover, since the first proof of the Estimates was printed provision for various additional projects has been made under the Development Secretariat head.
